إِلَّا ٱلْمُسْتَضْعَفِينَ مِنَ ٱلرِّجَالِ وَٱلنِّسَآءِ وَٱلْوِلْدَٰنِ لَا يَسْتَطِيعُونَ حِيلَةًۭ وَلَا يَهْتَدُونَ سَبِيلًۭا

Except for the oppressed among men, women and children who cannot devise a plan nor are they directed to a way[213] -
